Mr Ruddock said Australian authorities would intervene if the boat struck difficultyin Australian waters.
"Obviously we don't want to have an incident at sea where people lose their lives,so we won't be seeking to leave a vessel that would be vulnerable at sea," he said.
"But whether we return a vessel to Indonesia or take people to an excised area of Australiaand process people in accordance with the Pacific Solution arrangements, time will tell- it may not be necessary."
