NSW: Campbell avoids flogging over commuter charter

With CityRail meeting all the criteria set out in its charter three months ago .. New
South Wales Transport Minister DAVID CAMPBELL says he's avoided a public flogging.

Launched in December 2008 .. the charter set specific targets in areas like train punctuality
.. crowd management .. ticket sales .. safe travel and complaints handling.

At the time of the launch Mr CAMPBELL said he was prepared for a public flogging ..

if services didn't improve.

But Opposition Leader BARRY O'FARRELL says the report on the commuter charter is a
joke .. as it lacks any independent scrutiny.
